Speaking to the English-language TV station Russia Today, Zubeidat Tsarnaeva claimed her son Tamerlan Tsarnaev, 26, had been monitored by American authorities for years.
In a telephone interview from Makhachkala, the city where she lives in Russia's Dagestan region, she said: "He (Tamerlan) was controlled by the FBI, like, for three to five years.

"It is really, really a hard thing to hear. And being a mother, what I can say is that I am really sure, I am, like, 100 percent sure, that this is a set-up."
Tamerian was killed after a shoot-out with police in Boston on Friday, and his brother Dzhokhar, 19, was captured hours later and is currently in hospital.
The FBI have confirmed that agents did interview Tamerian in 2011 at the request of a foreign government, but it would not identify which one.
It said the matter was closed because interviews with Tamerlan and family members "did not find any terrorism activity, domestic or foreign".
The pair's father, Anzor Tsarnaev told news agency Reuters his sons were innocent.
He said: "Somebody clearly framed them. I don't know who exactly framed them, but they did.
"They framed them. And they were so cowardly that they shot the boy dead."
