52 million Americans could be on the Next Generation Identification (NGI) biometric database by 2015, regardless of whether they have ever committed a crime or been arrested.
The database will also hold fingerprints, of which the FBI has around 100 million records, as well as retina scans and palm prints.
A lot of this information is gathered from airports when entering the country. The security checks include facial scan, finger and palm prints. One cannot refuse either or you don't get entry into the country. This is just one of the ways they use to gather the information
