Governments Budget Number Of Births/Deaths Required Annually

A leaked report commissioned by the US govt (about 1968) explores what would happen if we had permanent peace. The interesting bits are about what we might lose if we didn't have war. Firstly the report analyses our existing war machine, and concludes:
Even if peace is possible, it is not desirable. "Defending the national interest" is not the real reason for war. War is necessary. War deaths should be planned and budgeted. War fills certain functions essential to the stability of our society; until other ways of fulfilling them are developed, the war system must be maintained and improved.

The report goes on to say that in order to replace a war society with a peace society, we can't simply stop the wars. For a peace society, the government would have to consider: reintroducing slavery, universal test tube procreation, more air and water pollution, long term planning and budgeting of the optimum number of deaths annually. In other words, a replacement CONTROL mechanism, which controls our work, our reproduction, our health, and the total population count. So peace is only desirable if the government can still control all the people.

There is debate over whether the document is a genuine government leak or a hoax. If it is genuine, it would have to be branded a hoax to shut it up. The author "admitted" he made it up, but he might not have. Doesn't really matter, it still makes interesting reading.... Sometimes there is more truth in fiction, as with 1984. I haven't read the whole thing, but one of your readers might be up to it...

TAP Interesting piece, Julia. The author says that the peace programme would only be a replacement for the current war programme, which means that deaths and births are already being deliberately matched. That's no doubt why water quality continues to deteriorate, and low energy lightbulbs with high emf are being forcibly introduced, along with other population-reducing measures like vaccinations.
