Clouds move against the wind

I was studying some low level clouds in the valley the other day. I watched as they swirled Westwards above the trees, blown by the wind. Then mysteriously, they met some clouds coming the other way! The clouds swirled together and rose upwards at the meeting point, and it reminded me of the way the rip currents work on surf beaches. The official explanation of cloud movement is that the wind blows them, and any differences are always explained with things being at different heights above the ground. This was quite clearly clouds moving against the wind. I would say that electromagnetic forces are at work.
